Astonishingly, Venezuela is one of the countries with the highest per capita rate of plastic surgery in the world, with breast implants as one of the most popular procedures.
President Hugo Chavez has gone on national television to condemn this trend. "It is painful to see girls or women that may not have sufficient resources for housing, to accommodate housing for the children, [to buy] clothes, who are looking to see how to do an operation on the breasts," he said.
He blames doctors who make women with small or average size breasts feel inferior. In Venezuela it is common for parents to buy breast implants for their teens as birthday presents and there are even billboards in the streets encouraging people to take out bank loans to pay for surgery.
