Ethekwini Mayor Mxolisi Kaunda has apologised for suggesting that residents from the Eastern Cape are to blame for the City's budget shortfall.
"While illustrating the point that rapid urbanisation puts pressure on existing infrastructure, mayor Kaunda highlighted that people come from other countries, provinces and municipalities to look for greener pastures in urban areas like Durban and Johannesburg," mayoral spokesperson Mluleki Mntungwa said in a statement.
"Mayor Kaunda has unreservedly apologised for the harm this may have caused. The mayor wishes to emphasise that South Africa is a unitary state and people have a right to live and work anywhere in the country."
