Tensions between the national government and the Western Cape government were laid bare in the National Council of Provinces (NCOP) when Deputy Human Settlements Minister Pam Tshwete accused the province of "poor performance" in delivering housing to residents.

Tshwete, in her opening remarks of the debate, took a swipe at the DA-led administration in the province. 

"The deterioration in Western Cape is a cause for concern, resulting in the National Treasury stopping and withholding human settlements grants due to poor performance. This is inexcusable when communities in Gugulethu, Nyanga and Mitchells Plain are in dire need of shelter," she said.
