The City of Cape Town and the Passenger Rail Agency of SA (Prasa) are set to lock horns again after the rail agency's temporary relocation of 891 households, who occupied the Metrorail Central Line in Philippi, to a piece of land along the R300 road without informing the metro.
The City said Prasa did not submit a land use application or pre-consultation for any development on the Philippi East property in Stock Road, where the residents were moved in December.
The City says the property is zoned as agricultural land and that an application for a change in land use needed to be submitted and processed before Prasa could move the people.
