The City of Johannesburg should take responsibility for the deaths, injuries and homelessness suffered by the victims of the Usindiso building fire in August 2023.

These were the submissions to the Khampepe Commission of Inquiry into the building fire, which claimed the lives of 76 people and injured 86 others at the Marshalltown property.

Making submissions on behalf of the Socio-Economic Rights Institute of South Africa (SERI) and the Inner City Federation (ICF), advocate Jason Brickhill said the City had an obligation, as the owner of the building, to ensure that the property was compliant with by-laws and that it did not pose a risk to its occupants.
