Women make up 51% of the country's population, however they are still under-represented in positions of power and authority in the workplace. According to a report summary in Stats SA, the Women Empowerment and Gender Equality Bill in particular calls for 50 percent representation in decision-making positions, but only 44 percent of women are included in the entire workforce, and the number was the same in September 2002.
