Owners of Africa's premier shopping destination, Sandton City, say they've been fighting an uphill battle with the City of Johannesburg for more than two years.

Liberty Two Degrees (L2D) is objecting to the City's last valuation of Sandton City. Its independent valuer put the value of the high-end shopping mall at about 15% below what the City came up with in its valuation roll.

Earlier this year, the City threatened to cut services to Sandton City because L2D had been paying rates according to its valuer's calculations, although it has made provisions for the extra money demanded by the municipality every month.
