The so-called Northern Cape’s flagship music festival, Diamonds and Dorings, that was last held in 2019 has a budget of just over R2 million.
This comes after the Northern Cape Department of Sport, Arts, and Culture (DSAC) published its request for proposals to host the music festival.
The department will contribute RI,5 million through their Flagship Funding Programme and the Sol Plaatje Municipality R750 000 towards the hosting of the festival.
In 2020 the festival was cancelled due to the Covid-19 pandemic and the National Treasury’s budgetary constraints.
However, this year the festival will take place from 10 March until 1 April at the Langleg Resort outside Kimberley.
Desery Fienies, provincial MEC of Sports, Arts and Culture, and the executive mayor of the municipality, Kagisho Sonyoni, announced the return of the festival at the beginning of February. It was approved after a special council meeting on 5 February, when the municipality granted the DSAC permission to host the event this year with conditions.
In its request, the department invites companies and agencies to submit proposals to host the festival. Only companies that can self-fund the hosting of the festival are eligible to apply.
According to the invitation two masters of ceremonies (one local, one national), one local DJ, one national headliner artist, and ten local artists must be included in the festival proposal.
The festival is to be organised in five weeks. The closing date for applications was on 20 February.
The conditions include: the hosting and all related costs must be funded by the bidding company or agency; a detailed proposal with proposed budget and risk management strategy should accompany the submission; and any additional proposed activities should be clearly stipulated.
The successful company must provide overall project management and event management; cover only the main music festival; provide a detailed plan on how the local and informal traders which are vendors, small, medium and micro enterprise (SMME’s) including the arts, culture and creative industries sector will benefit; identify technical skills required for quality local artists participating; do rigorous marketing of the event; provide detailed methodology to ensure the festival is also a national event; supply a post-event report; and depict growth potential and domestic tourism potential.
Some of the logistics requirements the successful agency must manage include a venue rental fee; security; decor; marquee tents and VIP set-up; insurance; permit fees; cleaning; 200 security personnel; fencing; stage rental and set-up; sound production and system lighting; backline equipment; sound and lighting technicians; first aid and medical services; disaster management; food preparation area or kitchen; meals for organising committee; travel expenses; and accommodation for artists and entourage as well as equipment transportation.
