A damning report into allegations of abuse at KwaSizabantu Mission - written by a panel of 14 nationally and internationally recognised Christian leaders 20 years ago - concluded that the controversial church was dangerously close to "cult-like behaviour", indicating recently exposed claims of human rights abuses could have been prevented if more was done by the mission's leadership years ago.
